Building a Manufacturing Plant in Upstate South Carolina

2026-10-30 · CTECP — Global Design-Build General Contractor

The Greenville–Spartanburg corridor is one of the densest automotive supplier clusters in the United States. It is also a state where the contractor licence itself can stop a project before the first drawing is reviewed — and that surprises teams arriving from Texas, where no such state licence exists.

South Carolina licenses contractors at state level — and caps what they can bid

Under South Carolina Code Title 40, Chapter 11, no entity may perform or offer to perform general contracting work where the total cost of construction is greater than $10,000 without a licence from the South Carolina Contractor's Licensing Board. The threshold was raised from $5,000 in 2023. Mechanical contracting carries the same figure.

Two features of that licence shape who can realistically bid your project:

For a foreign parent setting up a US entity, this is the gate that matters. A newly formed company has no financial history, so it starts in a low group — and a low group cannot bid an industrial building. Settle the licence structure before you commit a date, because the remedy (building net worth, or contracting through a licensed partner) takes time you will not have later.

Verify the current thresholds and group limits against the Board before you rely on them; they have moved recently.

This is the opposite of Texas

If your last US project was in Texas, reset the assumption. Texas licenses the trades at state level through TDLR and leaves general-contractor registration to individual cities. South Carolina licenses the general contractor at state level with a bid cap attached.

Running a multi-state US programme therefore means two different qualification exercises, not one. Teams that assume a single national answer find out at bid time.

What the Upstate is actually good at

The corridor from Greenville through Spartanburg grew around automotive assembly and its supplier base, which has left behind three things that matter to a plant programme:

The flip side is competition for the same trades. In a tight window, the subcontractor market is allocated rather than chosen, which is a scheduling risk as real as any permit.

Fit-out first is usually the right first move

For a first US facility, taking an existing shell and fitting it out is frequently faster and less exposed than greenfield: the structure, the roof and often the service entrance already exist, and the permit scope narrows to what you are changing.

It also converts an unknown into a known. You learn how the local AHJ behaves, which subcontractors perform, and what your real US cost base is — on a smaller project, before you commit to a campus.

The trade-offs are real: ceiling height, floor loading, column grid and incoming power are fixed, and retrofitting process utilities into a building designed for distribution can cost more than it saves. Check the electrical service capacity and the slab before you fall in love with the rent.

The things that transfer from a Mexico or China programme — and the things that do not

Transfers: your process layout, your equipment list, your quality system, your project management discipline.

Does not transfer: self-performing the licensed trades, a single national code, and the assumption that imported equipment arrives ready to energise. Equipment carrying CE or CCC marks is not listed under the US National Electrical Code and generally needs a field evaluation performed after installation — which is why it lands at the end of the programme. We cover that in detail separately.

Also budget for special inspections under the building code. They are a separate engagement, paid by the owner, and they are not in your contractor's price unless you asked.

Working with CTECP in South Carolina

CTECP works in the United States through CTECP INC, with locations in Greenville, South Carolina, and Houston and Dallas, Texas. The group has delivered 250+ industrial projects and 580,000+ m² across 9 countries since 2016.

Our value in the Upstate is the same as everywhere we work: taking engineering produced somewhere else and getting it built here, under the local code, with licensed local trades, in English · Español · 中文 — so the parent company's engineering team is reading the same document as the site.

Frequently asked questions

Do you need a contractor licence in South Carolina?

Yes. Under S.C. Code Title 40, Chapter 11, general contracting work with a total construction cost greater than $10,000 requires a licence from the South Carolina Contractor's Licensing Board. The licence also carries a bid limit set by the licence group, which is based on a financial statement or surety bond.

How is South Carolina different from Texas for construction licensing?

They are opposites. Texas licenses the trades — electrical, HVAC and plumbing — at state level and leaves general-contractor registration to cities. South Carolina licenses the general contractor at state level and attaches a per-job bid limit to the licence group.

Is it faster to fit out an existing building or build new in the Upstate?

For a first US facility, a fit-out is usually faster and less exposed, because the structure and often the service entrance already exist and the permit scope is narrower. Check incoming electrical capacity, slab loading and clear height before committing — retrofitting process utilities into a distribution building can erase the saving.
